Only Howard that comes to mind offhand is Mr. C (i.e., Howard Cunningham)?

Well, I'll just pretend I got it even if I'm not certain. So here's another one:

"They can't do this to us - there was so much more we wanted to say to the guy, and all of it rotten!"
"This calls for a toast. Something sentimental. Goodbye, ferret-face!"

Sorry, haven't been paying attention. Yeah, Mrs. Cunningham often said, "Oh, Howard" on Happy Days.

Was it M.A.S.H.? I'm guessing said by Hawkeye (Benjamin Franklin Peirce, M.D., Captain, U.S. Army Reserve) about Major Frank Burns.

Yep! One of the lines (iirc the second one) was Hawkeye, the other line was B.J.'s.
